The Act is using the 29 hazards listed in the Housing Health and Safety Rating System (HHSRS) to help define the categories that determine whether a house is "fit for human habitation".
The Act takes its lead from the Housing Health and Safety Rating System (HHSRS), which sets out 29 hazards that mean a home is unsafe. Originally created as a guide for local authorities, the hazards will now be incorporated within the Act to determine whether a property passes or fails a fitness for human habitation test.
